Performance Marketing Agency Fees in India: % of Spend vs Retainer

Performance marketing agency fees in India explained: % of ad spend vs fixed retainer vs hybrid, what each costs at ₹2–25 lakh budgets, and what to include.

Performance Marketing Agency Fees in India: % of Spend vs Retainer – cover image, Life Designer

Quick answer: Performance marketing agencies charge in three main ways: a percentage of ad spend (commonly cited as 10–20% in global pricing guides), a fixed monthly retainer, or a hybrid of a base fee plus a percentage or performance bonus. Ad spend and GST are almost always extra. At Life Designer, performance marketing (PPC) retainers start at ₹80,000 a month, fixed rather than tied to your spend, so our fee doesn't rise just because your budget does.

Agency proposals for paid ads are hard to compare. One quotes 15% of spend. Another quotes a flat monthly fee. A third offers a low base plus a bonus "when we hit targets". All three could be fair, or all three could be expensive, depending on your budget and what's actually included.

This guide explains each fee model, shows what they cost at different ad budgets in rupees, and lists what should be included before you sign. We run a fixed-retainer model ourselves, so we'll be upfront about where that suits you and where it doesn't.

What are the main ways performance marketing agencies charge?

Fee model

How it works

Works well when

Watch out for

Percentage of ad spend

Agency fee is a share of what you spend on Google, Meta and other platforms each month

Spend is stable and the agency's work grows with it

Incentive to raise spend; fees jump when you scale; usually a minimum fee

Fixed monthly retainer

A set fee for a defined scope (channels, campaigns, creative, reporting)

You want predictable costs and a clear scope

Scope creep; can look expensive when spend is small

Hybrid (base + %)

A smaller fixed base plus a lower percentage above a spend threshold

Spend is growing and you want both sides covered

More complex invoices; check where the threshold sits

Performance-based

Fee or bonus tied to leads, sales or revenue

Tracking is reliable and the agency controls most of the funnel

Disputes over attribution and lead quality

What do the published benchmarks say?

Most published fee benchmarks are global and in dollars. A December 2025 pricing guide from DOJO AI cites HawkSEM's agency pricing guide for percentage fees of 10–20% of ad spend. It also describes tiers that fall as spend rises: around 20% under $50,000 a month, 15% between $50,000 and $150,000, and 10–12% above that. It also describes performance models such as a 5–10% share of incremental revenue.

Those are useful reference points, but they come from much larger US budgets than most Indian startups run. At smaller budgets, a pure percentage often doesn't cover the work, which is why many agencies add a minimum monthly fee.

What do the fee models cost at different ad budgets?

Here's how a 15% fee, mid-way in the commonly cited range, compares with a fixed retainer at the starting level of ours (₹80,000 a month for one channel), before GST:

*At higher spend, scope usually grows too (more campaigns, markets and creative), so a retainer is re-scoped rather than held at the starting fee. The point is that the fee follows the work, not the budget.

What the table shows:

  • At low spend, a fixed retainer is a large share of the budget. If you're spending ₹1–2 lakh a month, a ₹80,000 retainer may be more than you need. A lighter setup, a freelancer or running ads in-house may make more sense until the numbers grow.

  • Around ₹5 lakh a month, the models cost about the same. Compare on scope and quality, not on the fee model.

  • As spend grows, percentage fees grow with it, even when the work doesn't double. That's where fixed or hybrid models usually work out cheaper.

What should a performance marketing fee include?

The fee only means something next to the scope. Before comparing numbers, ask every agency to confirm which of these are included:

Item

Usually included

Often extra

Strategy, account structure and media plan

Yes

Campaign setup and daily management

Yes

Conversion tracking (Google tag, Meta pixel, Conversions API)

Basic setup

Complex CRM or offline conversion tracking

Ad copy and static creatives

A set number per month

Extra variations

Video and Reels production

Shoots, editing and motion

Landing pages

Design, build and testing

Reporting

Monthly report and review call

Live dashboards, custom analysis

Ad spend

Always paid by you, plus platform taxes

Creative and landing pages are where proposals differ most. A cheap fee that excludes both can end up costing more than a higher fee that includes them, because poor creative and slow pages raise your cost per lead every month.

Which fee model should you choose?

  • Early-stage, under about ₹2 lakh a month in spend: keep the setup lean. Consider a smaller scope, a specialist freelancer or in-house management until you've proved a channel.

  • Growing, ₹3–10 lakh a month: a fixed retainer gives you predictable costs and a clear scope. Make sure creative refreshes are included.

  • Scaling, ₹10 lakh+ a month or several markets: fixed or hybrid fees usually beat a straight percentage. Re-scope as markets and channels are added.

  • Performance-only deals: consider them only when tracking is reliable end to end and you agree in writing what counts as a qualified lead.

Whatever the model, set your total budget first and the fee second. Our guide to performance marketing budgets for a new brand launch covers how to size ad spend, and Google Ads vs Meta Ads for startups helps you pick the first platform.

What are the red flags in agency fee proposals?

  1. The agency owns your ad accounts. Accounts, pixels and data should be in your name, with the agency given access.

  2. Ad spend runs through the agency's invoice with no platform receipts. You should see exactly what Google and Meta charged.

  3. No minimum term clarity. Know the notice period and what happens to campaigns, creatives and data when you leave.

  4. Guaranteed results. No one can promise a cost per lead before testing your offer in your market.

  5. Reporting on clicks and impressions only. Reports should tie spend to leads, sales or revenue.

  6. Tax left vague. Google's help pages list 18% GST on Google Ads costs for Indian advertisers, and agencies usually quote fees exclusive of GST. Ask for every number with and without tax.

How Life Designer prices performance marketing

Our performance marketing (PPC) retainers start at ₹80,000 a month, which is roughly US$1,000–5,000 a month for international clients depending on scope. Ad budgets are extra and paid directly to the platforms, and GST is extra on our fee. Social media and SEO retainers also each start at ₹80,000 a month if you want them alongside.

Every engagement is scoped after a discovery call, so the proposal lists channels, campaigns, creative volume and reporting line by line. Because we're a full-service agency, we can also design the landing pages your ads point to. For example, the web app we built for Lakshya brought course discovery, enrolment, bookings and payments into one flow, and the client reported 80% more bookings without calls. For Ultrafast Chargers, an EV charging brand, we built a no-code website with motion graphics and SEO.

Frequently asked questions

How much do performance marketing agencies charge in India?

Agencies charge a percentage of ad spend, a fixed monthly retainer, or a hybrid of both. Global pricing guides commonly cite 10–20% of ad spend. Life Designer's performance marketing retainers start at ₹80,000 a month, with ad spend and GST extra. Always compare fees alongside scope, especially creative and landing pages.

Is a percentage of ad spend or a fixed retainer better?

A percentage can suit small, stable budgets, but fees rise as you scale even if the work doesn't. A fixed retainer gives predictable costs and a defined scope, and usually works out cheaper at higher spend. Around ₹5 lakh a month in spend, the two often cost about the same, so compare on scope.

Is ad spend included in the agency fee?

Almost never. Ad spend is paid to Google, Meta or other platforms, ideally directly from your own accounts, and platform taxes apply on top. The agency fee covers strategy, management, creative and reporting as defined in the proposal. Ask for platform invoices so you can see exactly what was spent.

What is a minimum ad budget to hire an agency?

There's no fixed rule, but if your spend is under about ₹2 lakh a month, a full agency retainer can be a large share of the total. At that stage, a lean setup or in-house management may be better value until a channel is proven and you're ready to scale.

Should I choose a performance-based agency fee?

Only if tracking is reliable end to end and you agree in writing what counts as a qualified lead or sale. Performance fees can align incentives, but unclear attribution leads to disputes. Many brands use a fixed base with a capped bonus instead of a pure performance deal.

Who should own the ad accounts?

You should. Google Ads, Meta ad accounts, pixels, analytics and audiences should sit in your business's name, with the agency given access. That protects your data, learning history and audiences if you change agencies, and it means no one can hold your campaigns back during a handover. Ask for this in the contract.

The bottom line

The right fee model depends on your spend. At small budgets, keep management costs lean. In the middle, compare on scope rather than model. As you scale, fixed or hybrid fees usually beat a straight percentage. Whatever you choose, own your accounts, insist on line-item scope and judge reports on leads and revenue, not clicks.
