Google Ads vs Meta Ads for Startups in India: Where to Start (2026)

Google Ads vs Meta Ads for startups in India: which to start with by business type, the budget each needs to exit learning, and how to test both in 2026.

Quick answer: Start with Google Search ads if people already search for what you sell, as with B2B services, urgent needs, local services and known product categories. Start with Meta ads (Instagram and Facebook) if you need to create demand for something new and visual, as most new D2C brands do. Whichever you pick, budget for the learning period: Meta says ad sets usually exit learning after about 50 results in a week, so the budget per ad set should be about 50 times your expected cost per result.

Most startups don't have the budget to run Google and Meta properly at the same time, at least not at first. Split a small budget across both and neither platform gets enough data to optimise, so both look like they "don't work".

So the useful question isn't which platform is better. It's which one fits how your customers buy right now, and how much you need to spend on it before you can judge the results. This guide answers both, with simple maths you can run on your own numbers.

What is the real difference between Google Ads and Meta Ads?

The core difference is intent. On Google Search, people tell you what they want by typing it. On Instagram and Facebook, people aren't looking for you, and your ad has to earn their attention.

Factor

Google Ads (Search)

Meta Ads (Instagram and Facebook)

How people find you

They search for a problem, product or service

You interrupt their feed with an ad

Best at

Capturing demand that already exists

Creating demand and awareness

Targeting

Keywords, location, schedule, audiences

Interests, behaviour, lookalikes, broad targeting

What makes it work

Keyword choice, ad relevance, landing page

Creative: hook, visuals, offer, format

Typical weak spot

Limited volume if few people search

Lower intent, so leads need qualifying

Creative workload

Lighter (text ads plus assets)

Heavy (fresh images and video, often monthly)

Neither is cheaper by default. Cost per result depends on your category, offer, creative and landing page far more than on the platform name.

When should a startup start with Google Ads?

Google Search is usually the better first channel when:

  • People already search for your category. "Accounting software for clinics", "preschool near me", "ERP for manufacturers". If there's search demand, you can show up the moment someone needs you.

  • You sell a considered B2B service or product. Buyers research before they talk to sales, and search is part of that research.

  • The need is urgent or local. Repairs, healthcare, admissions, legal help and property enquiries often start with a search.

  • Your product doesn't photograph well. Software, services and technical products can struggle to stop a scroll, but they match search queries well.

The same logic applies to agency services: people looking for a branding, UI/UX or web agency usually search for one. The catch is volume. If almost nobody searches for what you do, Google Search can't create demand for you.

When should a startup start with Meta Ads?

Meta is usually the better first channel when:

  • You're launching something people don't know to search for. A new snack, a new skincare format, a new kind of app.

  • The product is visual or emotional. Food, fashion, beauty, home, kids and lifestyle categories tend to sell well in feed and Reels.

  • The price allows an impulse decision. Lower-priced D2C products can go from ad to checkout in one sitting.

  • You can produce creative steadily. Meta rewards fresh creative. If you can't make new ads regularly, results tend to fade.

Meta is also strong for retargeting people who visited your site from any channel, including Google.

How much budget do you need for each platform to learn?

Both platforms use machine learning to decide who sees your ads, and both need data to do it well. Spend too little and you never leave the noisy early phase.

Meta: about 50 results a week per ad set

Meta's Business Help Center says ad sets exit the learning phase once delivery is stable, which "usually occurs after about 50 results" in the week after the last significant edit. It also notes that ad sets in learning are less stable and usually have a higher cost per result.

So a simple rule: weekly budget per ad set ≈ 50 × your expected cost per result. If you expect leads at ₹600 each, that's about ₹30,000 a week, or roughly ₹1.3 lakh a month, for one ad set. If that's more than you can spend, either optimise for an earlier, cheaper event (such as add-to-cart instead of purchase) or run fewer ad sets.

Google: judge bidding over 30 days and 30 conversions

Google says advertisers can start Target CPA bidding with no conversion history, but recommends evaluating performance over the last 30 days with at least 30 conversions. In practice, that means giving a Search campaign at least a month, and enough budget to reach around 30 conversions, before deciding whether it works.

Worked comparison

Your expected cost per lead

Meta: weekly budget for ~50 results (one ad set)

Google: monthly budget for ~30 conversions

₹300

about ₹15,000 a week

about ₹9,000 a month

₹600

about ₹30,000 a week

about ₹18,000 a month

₹1,500

about ₹75,000 a week

about ₹45,000 a month

These are minimums for the platforms to have enough data, not targets. Use your own cost per lead once you have a few weeks of results. Also add tax: Google's help pages list 18% GST on Google Ads costs for advertisers in India (with input credit possible if you add a valid GSTIN).

Why do ads fail on both platforms?

When a startup tells us "we tried Google and Meta and neither worked", the cause is rarely the platform. It's usually one of these:

  1. The landing page doesn't convert. A slow page, a vague headline or a long form will waste spend on any platform.

  2. Tracking is broken. If conversions aren't recorded correctly, the algorithms optimise for the wrong thing.

  3. The budget was split too thin. Five campaigns at ₹500 a day each learn less than one at ₹2,500.

  4. Constant edits. Meta notes that significant edits can send an ad set back into learning.

  5. No creative pipeline on Meta. The same three ads running for three months usually stop working.

Landing pages matter more than most budgets admit. When we rebuilt the web app for Lakshya, with course discovery, enrolment and payments in one flow, the client reported 80% more bookings without calls. Better ads can't fix a flow that makes people pick up the phone.

How should you test Google vs Meta?

  1. Pick one primary platform using the tables above and give it at least 30 days.

  2. Fix tracking first. Set up conversion tracking on Google and the Meta pixel or Conversions API, and check that test leads register.

  3. Define one success metric, such as cost per qualified lead or cost per first purchase, not clicks or impressions.

  4. Hold edits during learning. Change creative or budgets in planned steps, not daily.

  5. Add the second platform once the first is stable, starting with retargeting, which is usually the cheapest test.

  6. Compare on lead quality, not just cost. A ₹400 lead that never answers the phone costs more than an ₹800 lead that buys.

Frequently asked questions

Is Google Ads or Meta Ads better for a startup in India?

Neither is better across the board. Google Search usually works best when people already search for your product or service, such as B2B, local and urgent needs. Meta usually works best when you need to create demand for something new and visual, such as most D2C launches. Pick one first, give it 30 days, then add the other.

How much should I spend on Meta ads to exit the learning phase?

Meta says ad sets usually exit learning after about 50 results in the week after their last significant edit. So plan roughly 50 times your expected cost per result, per ad set, per week. At ₹600 per lead that's about ₹30,000 a week. If that's too high, optimise for a cheaper event or run fewer ad sets.

Can I run Google Ads and Meta Ads together?

Yes, and most growing brands eventually do. The risk early on is spreading a small budget so thin that neither platform gets enough data. A common path is one primary platform for prospecting plus low-cost retargeting on the other, then expanding once results are stable.

Are Google Ads good for D2C brands?

They can be, especially for branded searches and established product categories that people already search for. For a brand-new product with no search demand, Google Search alone usually has limited volume, so many D2C brands start on Meta and add Google as people begin searching for the brand.

Is GST charged on Google and Meta ad spend in India?

Google's help pages list 18% GST on Google Ads costs for advertisers in India, and registered businesses can add a GSTIN to claim input credit. Check Meta's billing settings for your account's tax treatment, and include tax in your budget either way.

Does Life Designer manage Google and Meta ads?

Yes. Our performance marketing (PPC) retainers start at ₹80,000 a month, roughly US$1,000–5,000 a month for international clients depending on scope. Ad budgets and GST are extra. We scope each account after a discovery call and can also handle the landing pages and creative.

The bottom line

Choose the platform that matches how your customers buy. If they search, start on Google. If they need to discover you, start on Meta. Then fund it properly, with about 50 results a week per Meta ad set or around 30 conversions a month on Google, and fix tracking and landing pages before you blame the platform.
